The following highlights key projects and initiatives approved at the most recent Board of Supervisors meeting, that directly impact the Fifth District.

Item #3Supervisor Baca, Jr. Appointed to San Bernardino Regional Housing Trust

Supervisor Joe Baca, Jr.’s appointment to the San Bernardino Regional Housing Trust represents an important opportunity to advocate for investments that directly benefit Fifth District communities and residents across the county.

The Regional Housing Trust is focused on expanding affordable housing opportunities, addressing homelessness, and helping local jurisdictions compete for critical state and federal housing funding.

Through this appointment, Supervisor Baca will help shape regional housing priorities and support collaborative solutions that increase access to safe, stable, and supportive housing for families, seniors, veterans, and individuals experiencing hardship.

Item #8Free Bus Passes for Seniors 62+ throughout San Bernardino County

A $420,493 grant award from Omnitrans will support the Department of Aging and Adult Services’ Valley Transportation Expansion Project (VTEP). The funding will be used to provide approximately 3,500 bus passes annually to seniors age 62 and older and individuals with disabilities throughout San Bernardino County.

Item #31 – Remodel of the Days Inn San Bernardino for Permanent Housing

This $2.85M project, will remodel the former Days Inn hotel at 1386 East Highland Avenue in San Bernardino into permanent housing for individuals experiencing homelessness.

The remodeled property would convert the approximately 50-unit motel into permanent housing and is located near downtown San Bernardino and multiple homeless service organizations.

This project is in partnership with the Cities of Highland and San Bernardino, and the Yuhaaviatam of San Manuel Nation to address encampments along the I-210 corridor and increase access to permanent housing for eligible individuals with disabilities.

Item #51 – Continued Service of Probation Officers for CJUSD and SBCUSD

Probation Officers will provide continued service at several school districts throughout the County, with officers stationed in the Fifth District at Colton Joint and San Bernardino City Unified School Districts. The goal is to reduce student delinquency, improve attendance, strengthen academic performance, and provide additional support to students and families facing challenges beyond the classroom.

Item #55 – Pacific Village Moves Forward with Phase III

The $53 million Pacific Village Platinum Campus in San Bernardino is a multi-department partnership involving the Department of Behavioral Health, Department of Aging and Adult Services, Community Development and Housing Department, and third-party providers.

The campus is intended to expand housing and supportive services for vulnerable residents experiencing homelessness, behavioral health conditions, substance use disorders, disabilities, and other barriers to stable housing.

Phase 3 will:

  • Create 16 adult substance use disorder treatment beds
  • Move away from traditional congregate living models
  • Expand supportive housing and services capacity to serve approximately 726 individuals annually

Item #71 – 5-Year Agreement with City of Rialto for Street Repair and Maintenance

The agreement would allow the County Department of Public Works and the City of Rialto to assist each other with roadway and infrastructure work within both Rialto city limits and nearby unincorporated County areas.

Examples of work that could be performed under the agreement include:

  • Emergency street and highway repairs
  • Drainage and culvert work
  • Dirt road grading and stabilization
  • Storm debris cleanup
  • Striping, paving, and chip sealing
  • Fencing and roadway maintenance

Item #73 – Construction Awarded for Muscoy Area Pedestrian Project

The contract has been awarded and construction will soon be underway for the Muscoy Area Pedestrian Project.

The project is focused on improving roadway safety and pedestrian accessibility through:

  • Pavement rehabilitation
  • New and improved sidewalks
  • Crosswalk installations
  • Pedestrian flashing beacons
  • Speed feedback signs
  • ADA-compliant curb ramps and accessibility upgrades

The work is intended to improve pedestrian safety and modernize infrastructure in Muscoy while bringing facilities into compliance with Americans with Disabilities Act (ADA) standards.

Item #95 – 5-Year Agreement with City of Rialto for Flood Control Repair & Maintenance

This cooperative agreement between the San Bernardino County Flood Control District and City of Rialto will coordinate minor flood control repairs, maintenance, and emergency work. The agreement allows the County and City to assist one another with flood control-related work in both incorporated and nearby unincorporated areas using shared labor, equipment, and contractors when needed.
