The following highlights key projects and initiatives approved at the most recent Board of Supervisors meeting that directly impact the Fifth District.

New and Improved Fire Station 76 Coming Soon to Bloomington

Fire Station 76 is getting a much-needed upgrade. As one of the few remaining stations built in the 1950s, it no longer supports modern fire service operations and does not meet today’s building codes or safety standards.

$1.8M Elizabeth Davis Park Improvements Coming Soon

The Elizabeth Davis Park Improvements Project will revitalize the park with a wide range of upgrades to enhance safety, accessibility, and the overall visitor experience. Improvements include updated restrooms, new scoreboards, water fountains, trash receptacles, and enhanced graffiti management. The project also adds new amenities such as benches, tables, modern fixtures, a dedicated dog park, and an improved parking lot. Tennis courts will receive new surface treatments, and the entire park will be brought into full ADA compliance. To further support community safety, the project will include upgraded lighting and new security cameras.

$10.3M Road Improvements in the Arrowhead Farms, Del Rosa, and Highland Areas

The contract has been approved to start the rehabilitation of approximately 28 miles of roads in the Arrowhead Farms, Del Rosa, and Highland areas. Work will include:

  • Repairing and replacing damaged curbs and gutters
  • Reconstruction of cross gutters and spandrels
  • Full pavement rehabilitation and resurfacing
  • All improvements performed within the existing right-of-way

Widening of State St. between Adams St. and Darby St. in Muscoy

The State Street Widening Project in Muscoy will improve about 0.6 miles of roadway by widening the west side of the street to enhance traffic flow and safety. Improvements include a new center median, an added southbound lane, an 8-foot shoulder, and a 5-foot parkway with a sidewalk and driveway access. The project also installs new ADA-compliant ramps, curbs, gutters, and upgraded streetlights. All work stays within the existing roadway and focuses on making the corridor safer, more accessible, and easier to navigate for the community.

San Bernardino Valley Safe Routes to School Plan

The approval of this plan officially accepts the Safe Routes to School study and allows the County to use it as a roadmap for improving safety around 20 schools in unincorporated San Bernardino Valley communities. It identifies which school areas need better sidewalks, crosswalks, lighting, and bike connections, and positions the County to compete for future state and federal grants to build those improvements.

Bloomington Animal Care Facility Making Progress

The Bloomington Animal Care Facility continues to make progress, with recent updates ensuring the building meets all structural, safety, and operational needs for a modern animal care center.

MOU with City of Rialto for Flood Channel Enforcement

Approving this agreement allows Rialto’s police and code enforcement officers to help the County enforce trespassing and illegal parking rules on Flood Control District property, improving safety, protecting flood channels, and reducing issues like illegal dumping. This strengthens coordination, speeds up response times, and ensures consistent enforcement across the region. With this partnership, all cities in the 5th District are now fully looped in on protecting flood control infrastructure and community safety.

$5M for E Street Veterans Apartments Project

The County has approved a $5 million loan to support the construction of the E Street Veterans Apartments, a new permanent supportive housing community at 1351 North E Street in San Bernardino. The project will create 30 units—including 29 affordable homes for homeless and at-risk veterans—and provide on-site services through U.S. VETS and the VA to help residents achieve long-term stability. Construction is set to begin in early 2026.

Upgrades Coming to San Bernardino International Airport

The County is providing $250,000 to the San Bernardino International Airport Authority to install a new domestic terminal video display board and build an inter-terminal pedestrian walkway. These improvements will enhance the passenger experience by offering clear visual guidance, real-time flight information, and safer, more convenient movement between airport facilities. The agreement supports airport modernization, strengthens regional transportation infrastructure, and contributes to the Airport’s ongoing economic development efforts.

MOU with Colton Joint USD for Cal Fresh Needs

The MOU between the County and Colton Joing Unified School District will allow for secure information exchange with parent or guardian consent—to help eligible student households enroll in CalFresh. By coordinating data from school meal applications, the County can more easily identify families who qualify but are not yet receiving benefits, ensuring more students have consistent access to healthy, nutritious food. This non-financial partnership strengthens support for low-income families, reduces food insecurity, and improves student well-being by connecting them to essential nutrition assistance programs.
