Jessica Andalon has been a dedicated member of Supervisor Joe Baca, Jr.’s team since 2022.
Prior to leading as Chief of Staff, Jessica held the positions of Constituent Services Representative, and Executive Assistant.
As Chief of Staff, Jessica helps navigate intergovernmental relations, legislative matters, manages budgets and expenditures, and handles complex constituent casework with compassion and efficiency. She also plays a key role in strategic planning, day-to-day office operations and staff coordination, while ensuring the Supervisor’s priorities are effectively executed across the district.
Jessica is deeply committed to public service and takes pride in being a reliable and solutions-driven leader within the office.
Outside of work, she is a self-proclaimed foodie who enjoys exploring new restaurants, attending live concerts, and maintaining an active social life. She cherishes time spent with her friends, family, and her beloved dog.

Jessica has served under Supervisor Joe Baca, Jr. for two years and plays a vital role in coordinating the Supervisor’s schedule, managing staff calendars, and assisting with constituent services and district-wide events.
She began her County career in 2020 as an essential worker on the COVID-19 relief team, where she was later promoted to site coordinator overseeing testing and vaccination sites. Jessica went on to serve with Bloomington Recreation & Parks, where she supported park operations, developed community programs, and managed events and administrative services for Ayala and Kessler Parks.
Outside of work, Jessica enjoys fostering cats and spending time with her family and friends.

Ken Hunt

Ken has served under Supervisor Joe Baca, Jr. for three years, bringing with him over 30 years of experience in public service and local government leadership. With an extensive background in public administration, Ken previously held the position of City Manager for the City of Fontana, where he helped oversee one of the fastest-growing cities in the Inland Empire. He also served as Chief of Staff to former Supervisor Janice Rutherford, playing a key role in advancing policy initiatives and constituent services at the county level.
Ken provides expert guidance on legislative matters, intergovernmental relations, and regional planning efforts. His deep understanding of municipal operations and county policy makes him an invaluable asset to the Supervisor’s office and the communities it serves. In his free time, Ken enjoys traveling and creating lasting memories with his wife and family.

With one year of service under Supervisor Joe Baca, Jr., Josie leads the office’s communications efforts, including social media, press releases, talking points, newsletters, and website updates. She also serves as the office’s media liaison and supports key partnerships with Chambers of Commerce, Workforce Development, Behavioral Health, and assists with the Bloomington Municipal Advisory Council (MAC).
A proud CSUSB graduate with a degree in Communications, Josie also holds an MBA from California Baptist University.
In her free time, she enjoys attending music festivals, traveling, cooking, baking, and exploring new experiences.

Leanne has proudly served under Supervisor Joe Baca, Jr. for three years, representing the community of Colton and supporting key partnerships with organizations such as Colton Fire and Police, Colton Joint Unified School District, Colton Senior and Women’s Clubs, local veterans’ groups, Arrowhead Regional Medical Center, Omnitrans, CONFIRE, East Valley Water District, and the Bloomington MAC.
Passionate about public service, Leanne finds purpose in building connections with residents and helping address community needs. She values creating lasting, positive change through collaboration and advocacy.
In her free time, Leanne enjoys traveling, exploring new cultures, and watching sports—especially baseball.

Edwin Delgado

Edwin joined the Fifth District Team on November 20, 2022, and currently serves as Field Representative for San Bernardino County Supervisor Joe Baca, Jr. He is assigned to the City of San Bernardino and serves as the liaison to the unincorporated communities of Arrowhead Farms, Del Rosa, Muscoy, and Little Third.
He is tasked with supporting the Supervisor’s involvement on key regional boards and committees, including the Continuum of Care (CoC)/Interagency Council on Homelessness (ICH), Inland Valley Development Agency, Local Agency Formation Commission (LAFCO), San Bernardino County Transportation Authority (SBCTA), and San Bernardino International Airport Authority. Edwin also leads the Fifth District Youth Advisory Council, coordinating civic engagement across local high schools.
Prior to joining the County, Edwin served in city municipal government and earned his B.A. in Political Science and Public Administration from the University of California, Riverside.

Laura has dedicated five years of service to Supervisor Joe Baca, Jr., bringing a deep passion for children and families to her role. She focuses on issues affecting youth in the County, working closely with Preschool Services, First 5, and other programs that support children’s well-being and development. She also oversees the Fifth District’s Adjourn in Memory recognitions, ensuring families who have lost loved ones receive heartfelt condolences from the Board.
With a background in education and school governance, Miss Laura brings a unique perspective to her work, finding joy in supporting her colleagues and the communities they serve.
Outside of the office, she loves spending time in the garden, swimming, reading, and cooking. Holidays are always a big celebration in her home—especially when her beloved grandkids are involved!

Desiree has been serving under Supervisor Joe Baca, Jr. since May 2023, proudly representing the City of Rialto and its key institutions, including Rialto Unified School District, West Valley Water District, and San Bernardino Valley College.
She is passionate about community engagement and public service, and is currently pursuing a degree in Political Economy at UC Berkeley—further strengthening her commitment to policy and advocacy. In her free time, Desiree enjoys spending quality time with family and friends or unwinding with a good movie or show.
