Bloomington, CA – Supervisor Joe Baca, Jr. and the West Valley Water District are bringing much-needed water infrastructure upgrades to the community of Bloomington. The $3.8 million Bloomington Alleyway Water Main Replacement Project will replace outdated, undersized water lines with new pipelines constructed within the street right-of-way. Forty percent of the total project cost—approximately $1.52 million—is being funded through Supervisor Baca’s discretionary funds, ensuring these critical improvements move forward.

West Valley Water District Board President Greg Young emphasized the collaborative spirit behind the project. “On behalf of the Board of Directors of West Valley Water District, I’d like to extend my sincerest thanks to Supervisor Baca for his willingness to partner with WVWD to invest in our shared community,” he said. “These funds will allow the District to update and replace critical infrastructure in one of our most disadvantaged communities, ensuring resiliency and safety for our residents and employees.”

As part of the project, water pipes currently running through back alleyways will be relocated to the front of homes for easier maintenance and improved service reliability. The upgrades will also enhance fire flow, strengthen emergency response capabilities, and provide a more dependable water supply. The project includes installing over 8,000 feet of new pipelines, upgrading water connections for more than 100 homes and businesses, and adding 10 new fire hydrants to improve fire safety in the community.

“We are proud to champion this critical project for South Bloomington, which will not only modernize our water system but also improve emergency response, enhance fire safety, and provide more dependable service for our community,” said Supervisor Joe Baca, Jr.
